KDE and GNOME come with their own package managers: just click on a package in the file manager, and the respective package manager will open it for you, allowing you browse, read and extract its contents.

from the command line, you can use gzip and gunzip, or zip and unzip.
Keep in mind that tar.gz files are supported by Winzip.
tar will place all the files you want in one uncompressed file
tar -cvf file.tar other.files.* #creates
tar -xvf file.tar # extracts
tar -tvf file.tar #see what files are in archive
gzip/gunzip will compress a file
gzip file.tar #creates compressed archive file.tar.gz
gunzip file.tar.gz #unzips, creates archive file.tar
