I am using the ATI-TV Wonder and it works pretty good 
It is PCI and has mpeg/avi capture.. quality is fairly good..

ATI also makes a tuner "value" card for around $40-$50. It's just a PCI tuner that works with your present video card. I'm using one now and works well. It has a mini RCA cable that connects to your sound card and input for cable and thats it, so don't go thinking about serious video editing- just basically watching TV.
Mine's setup with a Voodoo Banshee but ATI's web site has details about each of their TV cards and compatibility. ATI would IMHO be your best bet.

I agree. I have ATI's old All in Wonder 4MB card, and I love it. They've always had great products!

The TV Wonder that I have is a stand-alone PCI tuner that works with any video card that supports video overlay.. (read: just about everything)
It was $69 at outpost.com... it used to be free overnight shipping but they changed that.... kind of miffs me.. heh

I have a "TVLINK" card, it has duel s-video in, rca in, co-ax (tv tuner) in, and a remote (even comes with a remote sensor that looks realy good on a computer). It came with an external cable to run from the card to my sound card (stereo mini-pin), but it also has the ability to do it internaly (secret feature) that you can do if you don't mind making a cable (similar to the cdrom to sound card cables they used to use, one end white, the other black). It was $50 shipped, is realy high quality, came with software and full support for windows 2000, great card, the only thing is that at full speed video with stereo sound, it can only capture half size frames. It takes stills in 800x600. Oh, and photoshop even detects it as a scanner! Short of getting something realy hard core, like $200+, this is THE card I would recomend to anyone.

Pinnacle makes very good models.
I have heard nothing bad about them. Actually, I was recommended to them from several friends at Sysopt. Previously, I had posted about problems installing it. But, I found out (after a reformat) that it was problems with my computer that stalled it.

I had the ATI and it was great Then I got a Vodoo 3500 TV card which also has an FM tuner.

Most are 640x480, same as a televsion. Some cards can do occasional stints at 800x600, but at reduced performance.

well the TV singnal is the limit.. remember that no matter what the card can do.. the resolution of the incoming video singal is only of a certain quality..
the card I have can run full screen if you want.. and since I run 1024x768 it runs in that size..
allthough when you resize anything you lose a little quality.. so windowed looks better than full screen.. but full screen isn't that bad..
