Bypassing a meter base is illegal.
Per the National Electrical code.

I'm trying to connect it legally the right way. I don't know what that other stuff means. So the neutral the middle is for the ground wire? I want to connect the proper way with no crime intended at all.
The meter box comes with the handle lever inside. It's Illinois new law. It has the bypass switch inside.
Yes, ground/neutral in the middle. The two outside connections are 120 VAC each, (so you can hook things like a 220/240 VAC Dryer, Stove, etc.).
