Windows 10 Menus acting strangely.

I started noticing this on the start menu. When I right click on it, and some of the desktop icons, instead of the menu dropping down I get about 5 lines. If I hover and move downward then one by one the menu items show up. I did a scan but it said there were no corrupt files. I restarted and everything was fine, about 4 days ago. To day in Photoshop Elements it started doing it again. I checked the start menu & yup, it's back. I guess if I restart it will go away for a while, but am looking for a permanent fix.

Yep, rebooting solves lots of problems. One of the reasons and saving money, I shut the computers down when done with them..
Gets corrupt stuff out of the memory and the computer can run right.
