Very interesting and intuitive, actually. Whoever said this insinuates justice isn't always fair, but wishes it were; also implies the speaker isn't in a position to do anything about it. Leaves out a politician saying it, I don't think there's anyone subtle enough in politics to think like this.
I'll bet it was some activist priest/minister/preacher.
l got a slightly different take on it..
having moved though your train of thought and rejecting it.
