Hot............. Its really hot for a P4 to run @ 65 degrees celcius. See that all the fans r working properly and @ the correct speed(its very important for the fans to work @ there correct speed). See the ventalation system of ur cabinet. Try this this may solve ur problem. Which processor u have i mean and OEM or BOX version.

3200 RPMS is not much at ALL. Go out an by a new heatsink/fan and get some thermal paste. Also try re-mounting it. U must have done somthing wrong. Also ifyour power supply is to little and you have a lot of stuf your fans wont spin as fast as possible.
Your chip is so hot you have a possibity of some seroius damage.
How may Watts is your power supply

i went into the bios to see the temp of my cpu and it sayed that that it was 42 dgrees celcius. i have a program that came with my motherboard called ASUS PC Probe and it says that my cpu is running at 63 degrees celcius. which one of these would be the most accurate?

I would say the Motherboard program, but only if it came with the motherboard itself, and u didn't download it because some downlaoded programs are unreliable.
also, the m/board program would measure the temp in windows with many programs running, but the bios program measures the temp without any programs running and it would be cooler.
I would also consider getting a good fan, 3200 rpm is nothing, it would be better to pay $50 for a good cpu fan, then buy a new cpu, right?

Get MBM
Download Alex van Kaam's Motherboard Monitor (MBM) at:
http://mbm.livewiredev.com/
set up the temp sensors and see what it says.
If it's 65 C, that's really hot. You should look on Intel web site for thermal specs (e.g. junction temperature, etc.) of your P4, but I don't think anything Intel is supposed to be that hot. If it idles at 65 C, something is definitely wrong there. The P4 has a large heat spreader surface, so you must use a heatsink-fan designed specifically for it, and you need good thermal compound (e.g. Arctic Silver II) and must apply it evenly on the heat spreader. You also need some space around the HSF so that the air can flow unimpeded.
