Question Computer locks up when I try to play music on

Pioneer 10x DVD drive and movies lock up also . Have new hard drive Matrox 13.6 gigs 7200 drive also wont to use hollywood decoder card mother board ss7 running amd 400k3 at 2.2 volts? How I get this stuff to work right using win 98 slave is a seagate 6.4. will a 66mb drive work okay in 33mb mode? thinking of buying a 66 pci controler to run drive at full speed? any help is would be nice.
