How can I tell if my WD 8.4GB HD is ATA/66 or even ATA/100 capable? All the manual says is that it uses a 40pin IDE cable.

That says it all. ATA 66/100 requires the 80 wire (40 pin) cable, the extra wires are tied to "ground" to provide shielding of the higher speed pulses. The manual would tell you if that were the case, and that kind of cable would have been included.
