A Top-Notch editing program would be Adobe Premiere. But get ready to shell out $550 USD. Download a tryout version here:

I've personally used Ulead Video Studio:

and MGI VideoWave:
http://www.mgisoft.com/video/videowave4/
Both have their shortcomings, but can be purchased for $50-$100 USD. I prefer VideoWave over VideoStudio, (easier to use), but VideoStudio supports timeline editing where VideoWave does not.
Another option would be VideoFramer:
http://www.flickerfree.com
I tried an earlier version of this about a year ago and had problems, but there is a newer verion out now.
