I will be upgrading the MB,ram,cpu,and video card. I am also going to do a clean install with Win ME. Does it matter if I do the clean OS install before or after the upgrade?

For the format it won't matter if you do it before or after the upgrade.
The clean install should be done after the upgrade. The reason for that is because you could encounter problems booting into a new hardware configuration. You could take some extra steps to prepare for the change, but if you can wait it would be better.
