The only time that you can change a server to a domain controller under NT 4.0 is during setup. If you didnt specify that it be setup as a PDC or BDC then it will need to be re-set up. Sorry to tell you that, I found out the hard way...

There is a program that will promote it to a PDC but it costs $100 so if it is not too much to reinstall I would just do that. If you are interested about the program do a search on PDC and I bet it will show up.
