I have read a lot and most says it is not possible. I have seen texts saying it is possible and they came with a utility that says it will uncap it.

My question is...is this illegal? the user agreement is vague. it down not state that you should not do it. Is it stealing others' bandwith?

Dunno, but I've installed 56K drivers on my 28.8 -- it actually works, but the modem speed still stays @ 28.8K. Some "newer" ones have flashable BIOSs that might be uncapped that way. But typical phone lines are limited to @ most 56K or less.

Watching d/l speeds, sometimes there's a period right @ the beginning for several seconds that exceeds the normal rate by several times. I don't know how or why this occurs.

I upgraded to cable and although bigpond has capped there service at 256??? it is a lot better than 56k so i dont really think about trying to uncap.

Well, I am running a very private ftp server for a backup at work and want to get aster coneections cuz it is slow for us to DL when we all are on (rare, but it happens.)

Any thoughts? I guess I shoulda mentioned, it is a cable modem...

I have noticed this too, I think it is because the download starts before you finish the 'do you want to save?, and where?' dialogue , the download speed display includes the data recieved during this period, so the transfer rate seem high.

You cannot uncap cable modems anymore. All those Uncapping appz were made when cable modems first came out (pre-DOCSIS). DOCSIS is a series of...tests...sorta like POST for the modem that ensures it runs at certain speeds and such when you first turn on your computer. The cable modem contacts the servers and they send it the capping info and other such stuff. Its almost impossible to uncap them now.

btw- It is illegal and you would be stealing bandwidth =) If you somehow did it, I don't think they would notice cuz they would assume youre whole area is using it, when just you are. I really wish I could uncap my upload speeds. I get like 20KB/sec upload =(
