This allows a small amount of cooling to take place between usage. I have it, but rarely use it because I don't have a heating problem (yet). Not only does it keep your proc cool by lowering the load when it can, it also serves to identify, and Overclock if wanted, pretty much any recent motherboard based on the PLL.
