Does someone knows what this "Variable speed" means in DC fan ?

I bought a Panaflo 60x60mm fan model: FBA06A12V , 0.3A. (look at the ending code V)
But surprisingly this fan is so weak. I guess it is only around 12-14 CFM although it takes 0.3A of power !!!
Looking into Panaflo's Product Designation Code for this fan, they say the ending code in the model number refers to the fan speed as follows:

L ---> Low , M---> Medium, H ---> High, U ---> Ultra High, V ---> Variable (option)

So the fan speed of my model is said to be "Variable (option)". What this actually means ???

The fan takes 0.3A but the power is even weaker than the M model (0.13A, 16.6 CFM).
Does it mean I can set my own speed in this "Variable (option)" model ?
Anyone understands what this spec actually means ?
