Hi all and thank you in advance for your help:)

I've installed and set certain policies with the policy editor for Win98. This in itself was not a problem until I decided to play around with the "Execute authorize applications only" found in the "Local user>System>Restriction". When I attivated this policy I added the "poledit" as the only authorize application and that's right I forgot to put ".exe". Now, as you probably know, I can't execute anything including poledit. Tried uninstalling poledit but the policies remain in place. I looked in the registry but could not find anything. This policy was applied to the default user which means any new user automatically gets the same policies. Can still use the computer since I had mutiply pofiles in place before I fu... myself. What short of reinstalling Win 98 can I do?

Windows 98 second edition

Found the solution to poledit!!!! :-)

First I open a session under an active profile,
one other than the default user. Open the registry. Drilled down to HKEY_USERS>.DEFAULT>SOFTWARE>MICROSOFT>
CURRENTVERSION>POLICIES>EXPLORER>RESTRICTRUN
and added a chain value "poledit.exe". Then, since I also removed the run option in the start menu, I drilled down to HKEY_USERS>.DEFAULT>SOFTWARE>MICROSOFT>CURRENTVERSION>RUNONCE and added the chain value "poledit.exe". Open a session with the default user and voila poledit was available for me to correct the problem. :-)
