Nope, for instance, the banner at the top of the page - when you rest your mouse over it, it has a small pop up that says "click here"
thats what I'm trying to figure out.

In Windoze they're called "tooltips".

I don't what they are called in HTML. But Strip did give you a couple of examples how to do it in HTML.

If you hovered your mouse over his image whatever is in the ALT tag would pop up, in his example: "This is a nice picture... right?"

And for the link, the TITLE tag would do the same.

OK, I haven't been able to find any help on this one because I don't know what to call it to find out. What is it called when you mouseover something and it has a pop up with descriptive text? Any resources on how to do this?

Not really sure what you mean here... but assuming you are talking about links, the code will look like this:

<a href="DaPaGe.html" TITLE="What IS DaPaGe?">Click HERE!!!</a>

Or... images...

<IMG SRC="NiceNameForAPic.gif" ALT="This is a nice picture... right?">

Is this what you want?

go to http://www.geocities.com/SiliconValley/Circuit/9147/tippages/beemerswindowstips/beemerswindowstips.htm and in the tool bar at the top click on View, Source. I have used this HTML intensively on that page.
Just make a space after what graphic or table or what ever entry and type title="Hello World"> the right arrow will already be there of course.

I'm with Warthog on this one "mouseover" various java sripts will do that for you, tool tips, change image or play sound. Just search for java scripts, you should find loads of sites!
