Have just installed a new hard drive and am trying to install W98SE. I boot from the CDROM and start W98 setup. I then immediately receive the message that 'Your computer already has an operating system installed on it This version fo Setup is designed for computers that do not yet have an operating system'. The W98 screen appears very briefy in the bootup sequence before the startup begins. If I take the option to continue setup and replace current operating system, the setup program checks the hard drive, then displays the messages 'Scanning system registry' and 'Copying files needed for Windows setup' at which point it freezes and goes not further.

Something does not seem to be getting cleared out when formatting the new drive. Any thoughts will be greatly appreciated.

try using a Win98SE boot disk, type in format the drive (format c: /u) then remove and create a partion (Fdisk). That should solve your probs.
Using the same boot disk you can start the setup by typing d:\setup.exe (assuming d is your CD/DVD/CDR)
