If you get that garbage on your screen, it means that you are looking at Chinese/Korean text without the language plugins.

No. It is not russian anyways. See attached file. I've done that because I don't think all of you will be able to see the russian text correctly.

You often see this type of output when you are doing a search and google turns up a japanese site.... this is the extended graphics set that would be used by the japanese character set, anglicized by display rules

Yep. It's Chinese (Simplified, not Traditional). You need to install the plug-in before you can read it. Here's a screenshot of what it looks like when using the simplified Chinese plug-in:
