Hello..How I can stop microsoft Download manager win 98 from appearing when I star a downloading program from the internet...because I already Had another download manager(Dap) into my system..thanks in advance.

It sounds like the Download Manager you installed is no longer associated with intercepting download links from Internet Explorer. Which Download Manager are you using by the way? Most have an option within the software for reassociating themselves to catch download links from the web browsers.
