I am looking for information on the various motherboard layouts. I have a Dell Case and would like to know if an ATX motherboard will fit in my case. The case is for a Intel 133/166 and uses a riser board for the buses. My question is: Is the ATX both a motherboard controled power supply and a specific layout of the input/output ports.

Yes. You can not easily mount an ATX motherboard/power supply in an AT case. Most generic cases this would be no problem, but brand name cases do not allow that flexibility.
Get a new case for $60.

Chances are your Dell system could be using the LPX form factor. Sort of a modified AT. Very non-standard and no after market upgrades. The design leaves the end user on a dead end street. If this is the 'case' you'll need to look for a new one. The ATX controls the P/S and all the I/O ports are grouped together and integrated on the mobo.
