when formatting a HD. which whould be the best way..

format c:
format c:\sys

and/or if there are other ways that are better?

If You're going to format a hd let's say after booting with a W9X boot floppy, and are planning to install same W9X (as the boot floppy) then the /s switch is okay. /s switch simply copies system files to hd.
There is actuallu no difference if You use it or not, cause when You install Your OS the installation copies the same files to Your hd anyway. Just dont use /s switch to d:, e: etc. unless You are using multibooting.
Matter of opinion, actually. I never use the /s switch, I let the install-app do it's thing.
