Can anyone tell me where the backup copies of user.dat and system.dat are located?

They're kept in \Windows\Sysbackup, a hidden folder. Set Windows Explorer to Show All Files via View >Folder Options >View >Hidden Files.
They are stored as rb###.cab files. The highest number is the most recent file. Right click on one and select View to see what's in there.
If you want more than the default 5 backups, use Run to open Scanreg.ini and change the MaxBackupCopies to a higher number. 99 is the limit, I use 20.

actually on win95, the last good version of the reg is backed up to user.da0 and system.da0 upon a successful boot. Delete the existing and rename if you just need the last good registry.
