If I'm correct, those options represent wait-states. A wait-state is just what it sounds like, time spent waiting when it could be doing something.

So, the less wait-states the better. In your case, 2-2-2-2 would be slightly faster than 2-2-3-2.

But sometimes wait-states are necessary. Imagine them as a traffic light allowing vehicles onto a freeway. If you have a bunch of various cars on the freeway moving at fairly high speed, and a bunch of Lamborghinis hauling **** up the onramp to merger. Lamborghinis are now over 200mph top speed, so obviously we can't allow them to just merge unencumbered. The traffic metering light (ie "wait-state") pauses the Lambos and makes them merge in an ordering fashion. And in the end, both in the analogy and the computer, there will hopefully be no crashes.
