I am trying to get a modem working for a friend and every time I try to dial out on it, it gives me the make sure its plugged in message. First off its an internal modem, us robotics, and it was seated properly. Second I am unaware of anyway to turn this modem on or off, in fact I didnt even know there was a way to turn internals on or off. I am in the process of removing and reinstalling the modem drivers and all that jazz. I am also going to try a new modem to see if that clears up the issue.
Anybody have any better ideas??

Check device manager and be sure only one of your modems shows up there... If your drivers installed incorrectly.. or you thought they didn't install.. you would get more than one device showing there. You'd need to remove BOTH of them from device manager and reinstall the drivers..
Also.. be sure of your COM port settings. The modem may not be set on the correct port.. causing it to "think" the port is closed..

The message to 'be sure the modem is turned on' deal is generic, and is there for those folks that have an external modem.
Go into control panel-->modems and check that it is there ok, and do a diagnostics test. In the modems applet, click on the diagnostics tab. Highlight the com port where it modem is, and click the 'more info' button. If the modem is installed correctly, you will get some data in the screen. If it says something about cannot open the port, or the port is already in use, ect ect..there is a conflict. Go to device manager to correct any conflict. Many times the USR modems want to use IRQ 3 or 4, which are assigned to com ports 2,3,4 and 5 (2 and 4 are the same, 3 and 5 are the same) I use a USR ISA modem on com 2. I had to disable Com 2 in bios to relieve that IRQ and port so that the modem could use those resources.
