I will give you the steps,

1. You need to find jumpers on you mainboard, look on your manual for them, they will have numbers like 2.0x to 8.0x or something, i thing your celeron would be 6.5 X 66.

2. if you can't find them, you may have it in your bios ( press del at start up).

3. When you find them you will need to change the FSB which is (66).

4. When changing it go showly up until you react the top speed.

5. When changing you jumpers, be careful you put them in the right place, look in you mainboard manual.

6. As you increase you might change the voltage slighty, to help the CPU get more power. THIS CAN SOMETIMES BE FAULTY TO THE CPU!!!. so be very careful.

7. As you are testing your CPU's speed, it might not boot up if to high so them turn it off and it will begin at the default speed( if you have an onboard bios)
