I have 896 Megs of DRAM installed on my computer, but when I look at the computer/properties/performance tab it does not match. It only shows 640 megs, which is what my setup shows as the default. How do I change this so that windows utilizes all available ram.

What is your OS, if your running 98/Me then your lucky that its registering 640mb cause it maxes out at 512. If your running 2k/XP i have no clue what your problem is, i'm not to familar with those OS.

What version of windows are you running? Different versions of windows support different max amounts of memory. As a side note, unless you are running something like a database server on that computer the memory is a waste of money. More memory will usually start slowing windows down past 384M or so.
(edited to add this)
The 384M number is for 98/ME generation OSs. XP might handle more than that gracefully and 2k almost certainly does. My bad. Also maybe worthwhile if you are doing something like video editing etc. If this is a box for gaming or something, its still a waste.

My OS is 982d. I have already checked with Award Software and the said there is an update for my motherboard BIOS, but this will not fix the problem. I have tried reconfiguring the system files and this does nothing. I know it can be changed but HOW is the question?

Could be that your motherboard doesn't support that much memory. I mean it will run but will not utilize the extra amount over what is the limit.
Even if you could get Windows 98 SE to recognize the extra amount above 640, it would not use it. Other programs such as CAD etc might, but windows itself will not.

Will updating my Motherboard BIOS Help solve this problem or will I need to reconfigure the Jumper Setting as well?

Dude my BIOS ID is 2A6LGF0IC-00, Version FA13Eve, Chipset: VIA 82C691 rev68, Superio: Winbond 977EF rev 4 found at Port 370h. Does this help you out dude. The update alone will not fix the problem. Window has a default setting in the msconfig.exe. There is a way to release this through himem.sys but I do not know how to write the language. Can you help?

I will assume after reviewing each response to my problem, that no one is able to provide a solution. I am not sure what installing WXP is going to do other than create new problems. If anyone has the answer to this question or riddle I should say now, please drop me a line. Thanks.

I have an excellent suggestion:
Download and install (from CNET or someplace) a utility called "X-Setup"
I thought I saw a tab in there to adjust memory usage/size, etc., for all versions of 32-bit windows. Lemme know if it works!
