I happened on to this forum and found this request for help from someone called MER It was answered byrangeral and alexj.
I reinstalled Windows 98 (2) I also recently installed McAfee virus scan. All of my programs run except Adobe photo deluxe3. It brings up the same message that Mer described. I performed all of the fixes suggested. Re Extracted and installed the files to the Windows system. I disabled McAfee and reinstalled and re-installed Adobe PS 3 and still get the same message. Can anyone help me further? Thank You

It is a pity as I enjoyed using the Adobe Deluxe photo3 program. I went to the systems file in Windows and both files are there (Shell32.dll and Shlwapi.dll) I tried your advice of running sfc and it said that there was one corrupt file which I restored. I now have another problem When I click on a link in Outlook Express afterI have been there it tells me that I have performed an illegal operation to contact the program vendor. The window will not go away. I can however shut down the computer and then come back on. A bit of a nuisance. Thanks anyway John

I guess by this time, you will realize that you are answering a geriatric.
After another hour of playing around and looking to where you pointed me, I finally have Adobe Photo Deluxe 3 working again. The information at the site you gave me was correct. I renamed the files in photo shop (Shell32.dll and Shwapi.dll) to Shell32.old and Shwapi.old Re-booted and everything now works a treat
I thank you for your effort in my behalf. John
