In the system I'm building I am going to be installing win95 initially. The book that I'm using as a reference states that windows 95 has a problem with processors run over 350mhz until you get the patch. It states to run the processor slower, get patch then set to normal speed. My question is whether there is any risks associated with running the K6-2 550mhz at 300mhz until the patch is obtained? Vcore is 2.3 volts.

There are no risks running a processor slower than recomended. Running them faster will generate more heat and possably push the internal components past their operating speeds, which will make them unstable, but underclocking will not pose any bit of a threat. I have a couple mission-critical servers here that I have intentionally slightly under-clocked just for stability reasons.

No problem there - you are free to configure your K6-2 to any core and bus speed below its specified limits (550 MHz and 100 MHz), so simply temporarily set the multiplier back to 3.0x or even 2.5x to get to installing that Windows 95 patch, and then it's back to 5.5x.
The patch is only available for Windows 95B and C, the original retail W95 or 95A won't work - M$ didn't bother fix it.
