I have a hard drive and I cannot remove a logical drive. I enter the volume label and hit enter but nothing works. Can I low level format this drive or something. I need to wipe this HD.

boot with linux boot and root disks and run cfdisk you should be able to delete whatever you please with it.

Look in here and you will see a post at the bottom of this link by Jeff7. Download WIPE to low-level format your hard disk.
