My computer is running on low resources. Performance usually runs in the 70% range. I have a compaq 56k modem and 64mb ram. Would it help to add more ram? It runs really slow. Or is there something I could do to increase the performance?

yeah...you should see improvement with adding more ram...say adding up to at least 128 or 256.
checking to see how many programs you have running at a time will help
Try This
start
run
type msconifg
startup tab
uncheck all programs that are not vital...you should see some improvement with your resources

actually, system resources are static, you have the same amount no matter how much ram you have... it kind of sucks, but the size is increased for 2k and XP i think, but if you run out, close some programs, or restart... you only have to worry about it if it drops below 30% or 20% or so... don't worry about 70%, that's fine...

If you add more ram to your system like kingofa said you will have a performace increase but your resources will hardly be increased. The User and GDI resources are in crude terms the capability that Windows has to handle the various processes running, also known as threads. (ranging from the Kernel itself to user started programs). So like JonmaTifa said you will not have an increase in the resources unless you shut down some programs. Some programs (services) running cannot be shut down by pressing CTRL+ALT+DEL, they won't even show up in the list. An example of this are printer drivers, video drivers and some firewalls.
Just to have a glimpse of this choose from the start menu Acessories>System Tools>System Information.
Then choose the software enviroment link and choose running processes.
That's right. Everithing in there is running in the background, controlling something.
