Leaky Modem?

I recently tried using MS System Monitor to see how fast my Dial-Up Adapter is working. While connected to the Net it reads about 56.2 kbps. Not too surprising.

I was surprised to see it registering about 9+ kbps right after I turn my PC on -- without using the modem at all. It makes it look like there's something (a signal) leaking to or from my modem even when its not in use.

Is this normal, or a manifestation of SysMon?

I wouild assume the signal you are reading is made up entirely by noise in the phone line or perhaps generated by modem. Other device could be messing with the modem is they are in close proximity.
