Telnet please help

Please could someone direct a stark naked newbie (like me'self for instance) to a fair place where the sun does shine on the likes of amatuer network support people (like me'self) who are trying to find out the various and mystical commands that are used within the godlike telnet console (under the not so godlike win98)!

URL's 'n' things would be greatly appreciated as search engines only serve me p@@:-)
