how to run an application when windows starts

i want to know where to put the program so that it starts automatically when windows starts.

one way was to put it in startup folder (don't need it)
second way is to put in registry in run or run once key.

actually i want to execute my program whenever user log-on again, which can't be done by the second way

I would imagine you would need to setup a policy system. That would allow for a command of onlogin.
