When i start up my computer, right before entering into the windows GUI and after teh computer does all of its scans and such there is a period where there is no HD activity and everything seems to freez for like 30 - 40 sec or so then it loads... is it normal?

Please give us a list of your hardware. One of the components may require longer boot-up time, coz of possible drivers problem. NICs may cause similar problem, but it's not about 30-40 seconds (well, it depends what comp do you have).
Also, check the list of loaded apps at start-up process.

In the start menu got to run and then type msconfig.exe and then click on startup and untick most of the starting up things that you don't need. This should help your problem.

You have to untick the program which starts up.

Do you have a NIC in there? If so, this happens a lot as it tries to establish a network connection, get an IP address and such.
