What happened here????

I was deleting some old files and now I can't get my Outlook Express email. It tells me that I have an "illegal operation" give me the page fault and has listed ... comctl32.dll When I went into "explorer" and looked at the files, that file "is" in my OE files. For some reason Windows is not picking it up and after digging a little futher I found that .. "msoe.dll " isn't loaded. But the files ARE in my OE files in explorer. I realize that I deleted file that I wasn't suppose to but how do I get them loaded back on my system. I did reload Windows again and that didn't help? Running out of options here. Need some help!!!!!
