I have a computer that is running very slow
even after disk maintenance, could this be a power supply problem. If so what would be the best test to verify this.

Speed problems most likely are not a power supply issue.
Issues that are most often associated with the power supply:
1. Nothing turns on
2. Machine reboots/turns off without warning or when jarred
3. internal components being frequently burned out/destroyed
4. components not being powered up
5. smoke
6. fire
Speed problems in general could be any number of issues... bad memory, corruptions, bad hard drive, bad motherboard, bad cpu.. Check out some benchmarking utilities such as Sysoft Sandra and look for bottlenecks.
