I am building a Dual Athalon 1800 MP system right now with
the Thunder K7 board, 1.5gigs of Corsair 2100 DDR ram and
my boot drive is a Seagate 36gig 10000 RPM scsi drive.
Running under WINDOWS XP.

If i just sit there after it is booted up, I can see that the hard drive is running. Its not constantly running, but every few seconds it will start moving around.

Anybody know why this is and how to stop it?

Also it seem to be a bit sluggish when i open up windows.
I would think that a dual processor would run nice and quickly when im bouncing around in windows.

IT is probably the system restore feature. use msconfig to disable and see if this stops the activity.

Do you have a lot of background applications that execute on startup? Those are typically what lead to long startup times. I used to have ICQ in my startup folder... removing that cut down my load time by about 10 seconds or so...
