can a vbs or a js write to a file using wsh???

i want to write a script that will run at startup. this script will automatically open, parse and change a value for a another .txt or script file. can anyone help me out with a way to do this?

i've been sifting through the microsoft site, but it's not quite as helpful as i had hoped
