Its 300$ a month for 1.5/768 from my local guy...768/128 works for me, static IP friendly for 40$...

I live just across from British Telecomms research centre, and have had my line tested to see if I can do a field trial of VDSL.
The trial will offer video, telephony and internet access. Fibre to local distribution (cabinet), standard copper to house.
Up to 20Mb/s dl, doubt if I will get anything like that though, what with the other services hogging b/w.

Well, the 9000 ft. quote for the full BW performance is if you live in Shangri La, or by yourself in a valley with no electical noise interference.
The transfer speed of the DSL modems will vary dramatically, as they are line adaptive and auto correct for noise (error correction much like a V.90 modem). In order to get full benefit of the xDSL connection, your POTS line should run almost straight to the telco, without any factories or heavy industry between the two ends. Coupled/induced RFI noise from power lines can really impact your DSL "reception". Since the DSL signal is quite small in comparison to a regular 56K modem, then the signal-to-noise ratio and noise rejection are more crucial.
Invariably you will get a very good connection (<5MB/s but >1MB/s) at the top end, but rarely a great one (>5MB/s). But that's far superior to any 56K experience that you've ever had!!
But that becomes a moot point because the full bandwidth DSL service will burn a hole in your Gold Card. It's very expensive right now in most areas...around $100 or more a month! I think most folks opt out for the 768/128 speed, which is the most reasonable cost right now (around $30 a month).

My local ISP told me that they should have the wire service for my area up in near future. What they also told me was that the DSL download speeds should approach T1 insanity. Is this at all possible?

Yes it is....DSL can be had in speeds up to 7MBs if your close enough to the telco main switch.
