I downloaded it, but I haven't installed it yet. I'm actually waiting on Milestone 18 to come out... I really am sick of all the AOL junk that NS has been adding lately. IMO, Mozilla is the way to go for most people, not "Netscape."
But PR1 and PR2 were jokes. They should never have been released and it's unfortunately that most people don't know about mozilla.org and the work that is going into Moz that NS is using.
So to answer your question, PR3 "should" be WAY more stable for everyone except Linux users where they hadn't squashed a nasty bug before sending it out (the bug was actually killed a couple of days ago in a Mozilla nightly build, but oh well).
To keep tabs on the development progress, keep your eyes on www.mozillazine.org (http://www.mozillazine.org) .
