Napster won't upload

Well, I just made it to college, and I am hooked up to a LAN that gives me really fast internet access. My problem is that when I use Napster, I can usually download pretty fast, but when it comes to uploading, I have problems. When someone tries to download a song off of my machine, the download starts out fast, but starts to slow down until they aren't even recieving anything. Most of the time, the person downloading just cancels the download. I know this shouldn't frustrate me, but it does. Does anyone else have this problem? Is there a way I can fix it? I think it might be something with the college's computer setup. But, I really don't know. Any insight or suggestion would be very much appreciated!

The problem is that most internet connection are made to be leecher which mean super fast download but poor upload. In order to upload fast you need T1 which is very expensive so as you can see uploading actually cost an arm and a leg.
