This is what I did to see the fps in max payne.

maxpayne.exe -developer

press F12

showfps + Enter

hmm... it doesn't work at all, can some one help me on this.

That command should work, unless the console is case-sensitive, try it again? If it is case-senstivie (which i doubt) type in ShowFPS and then press enter.
