On my machine at work and my home puter I have removable HDD bays set up so that I can more easily change drives without having to remove the cover each time. Is it possible to make them hot swappable by going into the System Device Manager and marking them as such in the properties tab?

I think the answer is "Yes".
Windows 98 supports "hot" docking, where the device can be docked or undocked while running at full power, and "cold" docking, where the device must be powered off or restarted before the device can be docked or undocked. - Windows 98 Resource Kit

I'd study Windows "Help" before going any farther.

Beware! Not all all mobile racks are hot-swappable bays! Make sure to read the specs on the mobile rack manual before you attempt to pull out or put in the rack from your hard drive mobile rack bay before powering it down.
