It doesn't, it MICRO-manages!

Winders manages the CPU by allowing it to rest and take nappy time every f-ing time it locks up.

LOL, oh, me so funny, my eyes are watering, NOT!

Actually, though the question is somewhat vague, I am not really sure. The OS has to manage the CPU somehow, either by subsystem or HAL (hardware abstraction layer).
