I don't know much about it, but I can tell you what I've heard from my father's friends.... Can't upgrade it past a PIII733.... I don't know weather or not it's true or not. I've got a PII 450 as well... I couldn't help you any further than letting you know what I've heard.

Yep...
You need a new motherboard my friends! One that supports the P4 proccessor!
Once you get that, you probably need a new case (not so sure about that -- depends on your curent case) and then install the new motherboard, proccessor and all of the stuff you already have like: video cards, sound cards, drives, etc.!!!
OOOPPPSS.. I forgot. You need new memory modules too! Rdram ones.!

To know what you mother board will take for a cpu we will need to know the name of the mother mfg. You have a slot 1 board there. If your board is a name brand after market it might take a 750 or bigger. But with out a name we can't tell you much.
As far as upgrading to a P4 your power supply is probably to small for a P4. So you would be looking at a new power supply also. If you do go for a P4 go with a 428 socket model. The upgrade potential has a longer life. This is the new socket setup intel is going with for its future northwood chip. The 1.7 you talked about is in 423 and 428. Make sure you get the 428 model. The 423 is at the end of its life right now. No farther upgrades to this family are comeing out.
