Broadcasting live with a small delay?

Ok, this could go to the "software" forum, but it is also technical, so here I go...

I want to broadcast "live" audio. More specifically, I want to do the following:

1) connect to a real audio URL and receive the braodcasted signal.

2) Take this signal and broadcast it from my own computer, using my own IP.

I know that the above is possible, but I don't know how. By the way, this is NOT going to be used to broadcast a copyrighted program. Anyone has a clue how to do that? Thanks!

What software do you plan to use to do this?

Also, I'm curious - what is the purpose/reason of this project?
