Do you solder high voltage equipment for a living? I take it not since you are asking questions.

First, I've done this and it makes me REAL nervous because I don't like the insides of monitors. There is some serious voltage inside these things and they are just waiting to reach and zap someone. They can hold a charge for quite a while after being unplugged. I'd take it to a TV repair man if available.

Now, having said that, what is your root problem? I've usually been able to solder a new VGA connector onto the end of the old cable. That's the end that takes abuse and wear. If you go inside the case you will most likely have to solder wires onto the actual circuit board of the monitor. You might be able to splice the cable but I'm betting on a seriously ugly cable and a possible poor video output.
