My sister burnt some pics on to a cd rw disc, when she tries to open them, she gets a message that tells her that she does not have permission. any ideas?

Or do you mean the CDRW media is just not being recognized using the standard CDROM drive? If that's the case, you may need to install a UDF Reader to access CDRW medias through a standard CDROM drive... In most cases, any CDROM drive 24X and under will not be able to read CDRW media with or without UDF Reader... Note : UDF Reader installation will not be necessary for Windows 2000 since UDF Reader is installed automatically by default when Windows 2000 is installed...
