Smart is a combination of intelligence and knowledge.

Therefore we should quantitatively measure both, weigh them for significance (intellegence means more than knowledge) and then determine the smart factor. From there one can easily state that the user with the biggest smart factor was the smartest. See things are simple when you break them down kids...
