Have u ensured the heatsink and fan are installed properly? How much heat transfer compound did you use?? I would look into the processor overheating. What temp is the processor getting to? There might be a place in your BIOS where you can check this. Just start the computer and go straight inot BIOS and watch the temps and see what happens... If the temp is steadily climbing I would say shut it down immediately and then try to figure out what is causeing the processor to overheat... Also do you have another power supply u cant try?? Try just video, processor and memory see if it POST's and then let it sit for a while and see what happens..
Oh yeah a buddy of mine just walked in and was readin over my shoulder and reminded me.. Ensure the heatsink/fan is installed in the right direction.. The little tab used to lock it down and release it should be on the end of the socket where the lockin handle pivots.
Hope my disorderly thinking helps

Also, ensure all cards are firmly seated in their slots and all cables are properly inserted. Red line on power side (not necessarily with floppy drives).

You have the same problem I had some time back. I'd bet its the CPU overheating. Use a good thermal compound between the cpu and fan. Of course, there's the possibility that the CPU is already fried or was defective in the first place. If your cooling is OK try and return the CPU, though I doubt its a returnable part.
